With extensive experience delivering government-funded programs and fee-for-service work, Morrgul helps Aboriginal people build sustainable enterprises, access procurement opportunities, and strengthen governance. Our culturally grounded and practical approach has delivered real results and long-term impact across communities throughout WA.
With our headquarters in Broome and team members based across Western Australia, Morrgul is well-positioned to deliver services throughout regional and remote communities. Our staff bring a broad range of industry knowledge and experience, enabling us to support clients across sectors with practical, tailored solutions. We work collaboratively with each other and with our clients to ensure the best outcomes, combining local understanding with professional expertise to deliver services that make a real impact.
Established in 2013, Morrgul was initially funded for three years through the generous support of Woodside Energy Ltd, as part of the Browse LNG Precinct Agreement with the Goolarabooloo and Jabirr Jabirr Traditional Owners. Morrgul was a joint venture, owned 50% by Waardi Ltd and 50% by business development consultancy, Kadar Pearson and Partners (KPP), with a Board represented by two nominees from each partner. Its core mission has always been to support Aboriginal economic development across regional Western Australia, enabling Aboriginal people and communities to benefit from self-employment and sustainable business opportunities. Today, Morrgul has transitioned to 100% Aboriginal ownership, (by original shareholder, Waardi), reflecting its ongoing commitment to Indigenous leadership, community priorities and culturally grounded service delivery.
In August 2014, Morrgul became a registered Not-for-Profit with the Australian Charities and Not-for-Profits Commission (ACNC), formally adopting a new constitution and gaining endorsement as a Public Benevolent Institution with Deductible Gift Recipient (DGR) status.
Thanks to strong service delivery, the initial funding from Woodside Energy Ltd supported Morrgul for five years, allowing the organisation to grow and secure further backing from Indigenous Business Australia (IBA) from 2017 to 2019. During this time, Morrgul continued to deliver business development services to Aboriginal businesses across the Kimberley.
In 2017, Morrgul began delivering the Aboriginal Procurement Advisory Service (APAS) on behalf of the Department of Primary Industries and Regional Development (DPIRD) across regional Western Australia. In 2020, this work was expanded through the Aboriginal Business Capability Building Program, funded by the Department of Finance, focusing specifically on the Kimberley region.
Today, Morrgul continues to support Aboriginal businesses and corporations through a range of government-funded and fee-for-service programs throughout regional Western Australia.

The Morrgul Directors are Tony Noonan and Caroline Davey.

Morrgul acknowledges the Traditional Custodians of Country, the Aboriginal people of the many lands that we work on and their language groups throughout Western Australia and recognise their continuing connection to the land and waters. We respect their continuing culture and the contribution they make to the life of our regions, and we pay our respects to their Elders past, present and emerging.
